INVESTMENT PROJECT ON IMPROVEMENT AND UPGRADE OF PROVINCIAL ROAD NO. 39B IN THAI BINH PROVINCE
1. Overview on policies, duties assignment and legal bases:
Currently, Thai Binh province is making investment in and planning large-scale infrastructure to carry out its long-term development strategy in all industries: industry-,agriculture-fishery, tourism, service, and seaport, etc. Because the local traffic network took shape early and there has been a rapid increase in the flow of traffic means of transport compared with those of the whole country, it is necessary to fully upgrade the network to meet the requirements of function of transport. The project on "improving and upgrading the provincial road No. 39B from Thanh Ne town, Kien Xuong district to Diem Dien town, Thai Thuy District" means a great deal to and makes a significant contribution to improving the local transport network.
On 3rd April 2009 the People’s Committee of Thai Binh province issued the Decision No. 681/QD-UBND on approving the proposal on making investment in the project on building the provincial road No. 39B from Thanh Ne town, Kien Xuong district to Diem Dien town, Thai Thuy District under the Build-Transfer form.
On 14th January 2010, Tasco Joint Stock Company issued Decision No. 13A/QD-HDQT on approving the investment project on improvement and upgrade of the provincial road No. 39B from Thanh Ne town, Kien Xuong district to Diem Dien town, Thai Thuy District.
2. Scope of the project:
The project on "investment in improving and upgrading the provincial road No. 39B from Thanh Ne town, Kien Xuong district to Diem Dien town, Thai Thuy District", Thai Binh province under the form of BT (Build - Transfer) with the total length of 28.9 km, designed according to grade-III delta road standard.
The start point is at Km13+250, provincial road No. 39B, Kien Xuong district and the end point is at (Km41 +204), Diem Dien town; the length of the road is approximately L = 28.9 km, including:
- Section 1: The section from Thanh Ne town, Kien Xuong district (Km15+197) to Diem Dien town, Thai Thuy district (Km41+204) is 24.7 km long; its scope is under grade-Ill delta road standard; road sections through towns are opened according to approved plans with sidewalks, drainage and lighting systems.
- Section 2: This section evades Thanh ne town, Kien Xuong district from Km13+250 to Km17+466 about 4.216 km long: road bed width is Bn = 31m; road width Bm=2x8=16m; median strip is Bgpc= 3m wide; sidewalk on both sides is Bvh = 2x6 = 12m.
- Works designed on the road route: 07 bridges and drainage systems for residential area, irrigation and lighting.

5. The project is prepared by:
The partnership of Infrastructure Construction and Technology Investment Joint Stock Company, AET Trading Construction Design and Consultant Joint Stock Company, and Asia Survey Construction Design and Consultant Joint Stock Company is selected to conduct survey and design to prepare the project.
6. Project objectives:
The investment is made to build the road No. 39B from Thanh Ne town to Diem Dien town, contributing to improve the road and the traffic network of Thai Binh province in accordance with approved plans. When the project is finished, it shall create a trade route for coastal districts and Diem Dien port, serving construction and operations for Thai Binh Electricity Center and promoting socio-economic development, security and national defense.
In addition, after its completion, the project shall also ensure load capacity to avoid congestion, minimize traffic accidents, and create socio-economic development in Thai Binh province with its neighboring provinces in order to attract local and foreign investments.
7. Total investment: Total investment of the project is 2,072 billion VND.

a. Investment resources mobilized by the investor under BT form
b. Return of capital for the investor by government bond resources from 2010 (According to Document No. 969/TTg-KHTH dated 18th June 2009 by the Prime Minister).
